Water and Mould Remediation for Heritage and Designated Buildings in Ontario
Designated and heritage-value buildings cannot be dried or remediated like modern construction. The protocol for water damage and mould in Ontario heritage properties — Heritage Act obligations, lime plaster and masonry drying, salvage decisions, and the failures to avoid.
Heritage buildings do not fail like modern buildings, and they cannot be dried or remediated like modern buildings either. A limestone farmhouse in Lanark County, a Centretown Victorian, a Kingston stone rowhouse, a designated municipal hall in Brockville or Perth — these assemblies were built to breathe. When water gets in and mould follows, the standard restoration playbook of aggressive demolition, vapour-barrier wrapping and maximum airflow can permanently destroy the very fabric a heritage designation exists to protect.

Why heritage buildings are a different remediation problem
Four physical realities drive everything:
- Vapour-open assemblies. Solid masonry, rubble-stone and early brick walls, lime mortar, lath-and-plaster and timber framing move moisture continuously. They are designed to get wet and dry outward. Seal them with modern impermeable membranes or foam and you trap moisture inside the wall, which rots sills and joist ends and grows mould behind a surface that looks perfect.
- Lime versus cement. Lime mortar and lime plaster are softer, more alkaline and more forgiving than Portland cement. Cement repointing on a stone wall drives moisture into the stone itself, causing spalling and freeze-thaw failure. Cement-based patching over lime plaster fails the same way.
- Irreplaceable finishes. Original trim, wide-plank flooring, ornamental plaster, wainscoting, stained glass, hand-forged hardware. Once cut out, it is gone. Salvage and in-situ drying are the default, not the exception.
- Legacy hazardous materials. Buildings from before the mid-1980s routinely contain asbestos in plaster keys, pipe insulation, vermiculite, floor tile and mastic, plus lead paint. What the rules actually require in Ontario
Heritage status changes your obligations, not just your aesthetics.
- Ontario Heritage Act, Part IV — an individually designated property. Alterations affecting the designated heritage attributes need municipal consent. Emergency stabilization to prevent further damage is expected and appropriate; permanent alteration is not something you decide on site.
- Ontario Heritage Act, Part V — a property inside a Heritage Conservation District. Exterior work, including repointing, window repair and masonry cleaning, is typically permit-controlled.
- Listed, non-designated properties — on the municipal register without designation. Fewer restrictions, but insurers and future buyers still care, and demolition notice periods can apply.
- Federal and institutional property — buildings under the Federal Heritage Buildings Review Office regime and Standards and Guidelines for the Conservation of Historic Places in Canada carry their own review process. - Ontario Building Code — heritage buildings are not exempt. Repairs still need code-compliant structural and life-safety outcomes, which is where a contractor who has done both restoration and structural construction matters.
Practical rule for owners: stabilize immediately, document exhaustively, and get heritage staff involved before anything permanent is cut, replaced or coated. Municipal heritage planners in Ottawa, Kingston and the smaller Eastern Ontario townships are generally quick to respond to emergency situations if you call them the same day.
The heritage water and mould protocol we run
1. Emergency stabilization without heritage damage
Extraction, source control, temporary shoring and containment. Water gets removed by truck-mount and weighted extraction — not by ripping. We tent and protect plaster ceilings, wood floors and millwork before any equipment moves in, and we route hoses and power to avoid contact with original surfaces.
2. Designated substance and heritage attribute survey
Before demolition of any kind: asbestos and lead sampling, plus a written inventory of heritage attributes in the affected area with photos. This single document is what keeps the project out of trouble with both the Ministry of Labour and the heritage planner.
3. Moisture mapping into the assembly, not the surface
Thermal imaging, pin and pinless meters, and — critically for masonry — deep-wall probes and relative humidity readings inside the assembly. A stone wall reads "dry" at the plaster while holding water 200 mm deep. Drying decisions are made on in-wall data.
4. Controlled, reversible drying
Low-grain refrigerant and desiccant dehumidification with restrained airflow. High-velocity air across old plaster and unfinished wood causes checking, cupping, cracking and finish loss, and it aerosolizes spores. On plaster and wood we use gentle, sustained drying over more days rather than fast drying over fewer. Targeted cavity drying — small, patchable access holes in non-original locations, negative-pressure injection — replaces flood cuts wherever it can.
5. Mould remediation by removal, not by coating
Mould gets removed physically: HEPA vacuuming, controlled agitation, detail cleaning, and antimicrobial application chosen for compatibility with lime plaster and historic wood. Painting or encapsulating over active growth is not remediation. 6. In-kind repair and clearance
Repairs match the original: lime mortar to the original mix, lime plaster over reinstated lath, matched species and profile for millwork, salvaged material reused wherever possible. Clearance is verified with post-remediation verification — visual inspection plus air and surface sampling by a third party where the owner, insurer or municipality wants independent confirmation.
Salvage decisions: what usually stays and what usually goes

Common failures we get called in to correct
- Cement repointing after a flood. Traps moisture in stone, spalls the face, and creates recurring interior mould at the base of the wall.
- Spray foam in a stone basement. Hides ongoing wetting, rots joist ends and sill plates out of sight, and is extremely difficult to reverse.
- Poly vapour barrier on the interior of solid masonry. Condensation plane in the wrong place; mould behind the plastic within a season.
- Flood cuts on plaster. Destroys a repairable finish and often a designated attribute in one afternoon.
- Bleach on wood and plaster. Adds water, does not remove the mould body, and damages historic finishes.
- Aggressive air movers on wet plaster. Cracks the finish coat and spreads spores through a building with no containment.

- Can you do water damage restoration in a heritage-designated building without breaching the designation?
- Yes. Emergency stabilization — extraction, source control, containment, temporary shoring — is expected and appropriate under the Ontario Heritage Act because it prevents further loss. What needs municipal heritage consent is permanent alteration of designated heritage attributes. Our approach is to stabilize immediately, document the affected heritage attributes with photos, and bring the municipal heritage planner into the scope before anything permanent is cut, replaced or coated.
- How is mould remediation different in a historic building?
- Mould is removed physically rather than coated over: HEPA vacuuming, controlled agitation, detail cleaning, and antimicrobials chosen for compatibility with lime plaster and historic wood. Original timber framing with surface growth is almost always cleaned and retained rather than replaced, and containment is used so spores are not spread through irreplaceable finishes. Encapsulating or painting over active growth is not remediation.
- Why can't you just use flood cuts and high-speed air movers on an old house?
- Because solid masonry, lime mortar and lath-and-plaster are vapour-open assemblies designed to dry outward, and high-velocity air across old plaster and unfinished wood causes checking, cupping and cracking while aerosolizing spores. We use low-grain refrigerant and desiccant dehumidification with restrained airflow, plus targeted cavity drying through small patchable access holes in non-original locations, instead of cutting out repairable plaster.
- Can lime plaster and original wood floors be saved after a flood?
- Usually, yes. Lime plaster on wood lath dries and cleans well when the key is intact, and original plank flooring is normally dried slowly in place and refinished — cupping often reverses. Modern gypsum, fibreglass batt, laminate, carpet and underlay have no heritage value and are removed. Anything porous that contacted Category 3 water is not salvageable regardless of age.
- Should stone or brick be repointed with cement mortar after water damage?
- No. Portland cement is harder and less permeable than the original lime mortar, so it drives moisture into the stone or brick itself, causing spalling, freeze-thaw failure and recurring interior mould at the base of the wall. Repointing on heritage masonry should be a lime mix matched to the original.
- Is asbestos or lead a concern in a heritage remediation project?
- Almost always in buildings from before the mid-1980s — asbestos in plaster keys, pipe insulation, vermiculite, floor tile and mastic, and lead in paint. A designated substance survey is done before any demolition, and abatement follows Ontario Regulation 278/05 Type 1 or Type 2 procedures depending on the material and the scope.
- Do you work on churches, museums and municipal heritage buildings?
- Yes.
