Why Ottawa basements flood during severe storms

Five failure paths cause almost every storm flood call we take across Ottawa and the NCR:

Step 1 — Do not enter the water until the power is off

This is the step that hurts people. Energized water in a basement is potentially fatal.

  • If the water has reached outlets, baseboard heaters, the furnace, the hot water tank or any plugged-in cord, stay on the stairs.
  • Shut off the main breaker only if you can reach the panel from a dry position.

Step 2 — Identify what kind of water you are standing in

Step 3 — Stop the source, if it is safe

  • Sewer backup: stop using every fixture in the house. No flushing, no laundry, no showers. Every litre you send down adds to the backup.
  • Sump failure: do not reach into an energized pit. Once power is confirmed off, a backup pump or generator-fed pump can be staged.
  • Window well or grading ingress: clear the well, extend the downspout away from the wall, and divert surface water if you can do so safely outside.
  • Overland flooding: you cannot stop it. Move straight to Step 4.

Step 4 — Document before you move anything

Ten minutes here protects tens of thousands of dollars. Ontario policies require you to mitigate, but they also require you to prove the loss.

  1. Video the whole basement from the stairs, panning slowly, before anything is touched.
  2. Photograph the high-water mark on every wall — it defines the flood cut line and the adjuster's scope.
  3. Photograph the source: the pit, the floor drain, the window well, the crack, the exterior grading.
  4. Photograph contents individually with brand names and serial numbers visible.
  5. Log the date and time water was discovered and the storm event by name or date.
  6. Keep every receipt — pumps, fans, hotel, meals — these are often claimable.

Step 5 — Call for emergency mitigation before the adjuster arrives

You do not wait for an adjuster to start mitigation, and you are not obligated to use an insurer's preferred-vendor list. You may choose your own qualified restoration contractor. Delaying mitigation is itself a coverage risk, because secondary damage from a slow response can be excluded.

  • Do: move dry contents upstairs; lift furniture on foil or blocks; pull area rugs off hardwood; get paper, photos and documents out first (freeze them if you cannot dry them inside 24 hours); empty cardboard into plastic bins.

Step 8 — Watch for mould for the next 30 days

Even a well-dried basement should be checked. Warning signs: a musty or earthy smell that returns on humid days, staining at the base of drywall, cupping or crowning flooring, condensation on the inside of window wells, or new allergy-type symptoms in the household. Early detection is cheap; a hidden colony behind finished walls is not.

Tenants: your storm flood checklist

  • Notify the landlord or property manager in writing immediately so the notice is timestamped.
  • The building and its systems are the landlord's responsibility under the Residential Tenancies Act; your belongings are only covered by tenant insurance.
