Type 1 vs. Type 2 Asbestos Abatement in Ontario: Regulations, Containment, and Disposal Standards
Ontario Regulation 278/05 splits asbestos work into three types. Here is exactly what separates Type 1 from Type 2 — the classification logic, containment requirements, worker protection, air monitoring, and waste disposal standards — and what it means for your renovation, loss repair, or property sale.
Most Ontario property owners meet asbestos by accident. A contractor opens a wall during a kitchen renovation, a restoration crew starts removing wet drywall after a burst pipe, or a home inspector flags a stipple ceiling during a sale. Work stops, and the first question is always the same: is this Type 1 or Type 2?
That answer decides the cost, the schedule, the containment on your building, and the paperwork you end up holding. This guide explains the classification logic under Ontario Regulation 278/05 (Designated Substance — Asbestos on Construction Projects, in Buildings and Repair Operations), what each type physically looks like on site, and how disposal is handled.
Why Ontario classifies asbestos work by "type" instead of by material
O. Reg. 278/05 does not regulate asbestos by where it is found. It regulates by how much fibre the work is likely to release. The same material can be Type 1 in one scenario and Type 2 in another, purely because of the method and quantity involved.
Three variables drive classification:
- Friability. Friable material can be crumbled by hand pressure when dry — pipe insulation, sprayed fireproofing, vermiculite. Non-friable material binds the fibre in a matrix — vinyl floor tile, asbestos-cement board, drywall joint compound.
- Quantity and method. Removing two floor tiles by hand is not the same operation as grinding a whole floor. Power tools without HEPA attachment escalate the type immediately.
- Disturbance of the matrix. Breaking, sanding, grinding, or dry-sweeping releases fibre; wetting, hand tools, and intact removal do not.
Type 1: minor, low-release operations
Type 1 covers the lowest-risk work. Typical Type 1 scopes include:
- Installing or removing a small quantity of non-friable material such as a limited area of vinyl floor tile, asbestos-cement board, or drywall with asbestos-containing joint compound, using non-powered hand tools only
- Breaking into a ceiling to gain access where fibre release is negligible
- Removing less than one square metre of drywall where joint compound may contain asbestos
- Cleaning or removing filters from air-handling equipment in a building with sprayed fireproofing
Type 1 controls on site:
- Wetting the material where practical to suppress fibre
- Non-powered hand tools, or power tools fitted with HEPA-filtered dust collection
- Drop sheets, restricted access, and clear signage
- Respiratory protection and disposable coveralls for workers
- HEPA vacuuming and wet wiping at completion — never dry sweeping or compressed air
- Waste double-bagged in labelled 6-mil polyethylene
No polyethylene enclosure is required for Type 1, which is why homeowners often assume it is "not a real abatement." It is: the same worker protection, cleanup, and disposal standards apply.
Type 2: moderate-risk operations
Type 2 is the majority of what restoration and renovation contractors actually encounter in Eastern Ontario housing and institutional stock. Common Type 2 scopes:
- Removing all or part of a false ceiling to access a work area where friable ACM is likely present above it
- Removing more than one square metre of drywall with asbestos joint compound
- Removing textured (stipple / popcorn) ceiling coating
- Breaking, cutting, drilling, or grinding asbestos-cement products such as pipe or board
- Removing asbestos-containing gaskets, packing, and insulation in limited quantity
- Enclosing or repairing friable ACM without full removal
- Cleaning up a small fibre release from friable material
Type 2 controls on site:
- Polyethylene containment of the work area, with walls, floors, and openings sealed
- HVAC shut down and registers sealed so the system does not distribute fibre through the building
- Negative air pressure maintained with HEPA-filtered negative-air machines, exhausted appropriately, on larger or fully enclosed Type 2 work
- Amended water (wetting agent) applied to keep material saturated during removal
- Fit-tested half-face air-purifying respirators with P100 cartridges at minimum, plus disposable coveralls and footwear covers
- Decontamination procedure for workers leaving the enclosure
- Posted warning signage and controlled access for the duration
- Final HEPA vacuum and wet clean, visual inspection, and where specified, clearance air sampling before containment is struck
Type 3: what is outside a Type 2 scope
Type 3 is high-risk work: removing more than one square metre of friable ACM, spray-removal of fireproofing, large-scale insulation removal, and cleanup of major fibre releases. It requires full enclosure, a three-stage decontamination unit, powered air-purifying or supplied-air respiratory protection, mandatory clearance air sampling, and — for most designated Type 3 operations — notification to the Ontario Ministry of Labour, Immigration, Training and Skills Development before work begins.

Sampling comes first — always
You cannot classify work without knowing whether the material contains asbestos and whether it is friable. Bulk samples are collected and analysed by an accredited third-party laboratory (typically by polarized light microscopy). Results either clear the material entirely, or set the type.
Sampling is cheap relative to the alternative. Assuming a material is clean and grinding into it turns a two-day Type 2 job into a fibre-release cleanup across an occupied building.

Disposal standards
Asbestos waste in Ontario is not construction debris. It is handled as follows:
- Waste is wetted, double-bagged in 6-mil polyethylene, or placed in sealed rigid containers
- Every container carries a compliant asbestos warning label
- Waste is transported to a licensed receiving site approved to accept asbestos waste, not a general transfer station
- The generator receives manifest or receipt documentation confirming lawful disposal
Keep that documentation. It is what a buyer''s lawyer, a lender, an insurer, or an institutional procurement audit will ask for years later.
What documentation you should receive
A complete Type 1 or Type 2 file should include: lab analysis of the bulk samples, the scope and type classification, worker protection and containment method, daily photo record of containment and removal, clearance results where sampling was specified, and waste disposal documentation. If a contractor cannot produce those, the price difference you were quoted is the paperwork you did not get.
How asbestos intersects with water, fire, and mould losses
This matters more than most owners expect. In a pre-1990 building, a burst pipe soaking drywall or a fire damaging a plaster ceiling means the material you must remove to dry or restore the structure may be an ACM. Drying cannot proceed through contaminated material, and demolition without classification is a regulatory problem and a fibre problem at once.
